Mayor Carty Finkbeiner yesterday signed a law making Toledo the largest Ohio city to create a domestic-partner registry that allows same-sex couples a form of official recognition of their relationship. A statement from the Toledo Catholic Diocese said Bishop Leonard Blair was “confident that he speaks for many, many people in Toledo in expressing deep disappointment that both the city council and the mayor have taken this action. The bishop said in the long run the measure will not promote the social and economic well-being of the community. Councilman Rob Ludeman, one of two members who voted against the registry, said that Joe McNamara, as the sponsor of the ordinance and the chairman of the committee hearing, should have disclosed to the rest of council that he was a member of the board of the organization, EqualityToledo, whose president drafted the proposal. David Mann, president of EqualityToledo Community Action, a nonprofit organization that lobbied for the legislation, said, “We are happy that the mayor recognized the importance of this registry to Toledo and to Toledo’s families.
